Facebook has some ideas about content regulation.
In a new white paper, the company "explores possible regulatory structures for content governance outside the United States."
The company says "some of the laws passed so far do not always strike the appropriate balance between speech and harm, unintentionally pushing platforms to err too much on the side of removing content." And it suggests that it doesn't like the idea of performance targets, like time limits on content removal, which it thinks can warp incentives.
The paper comes a day after Mark Zuckerberg wrote an op-ed in The Financial Times, where he wrote: "Good regulation may hurt Facebook's business in the near term but it will be better for everyone, including us, over the long term."
